In 1937, President Franklin Delano Roosevelt created the Brownlow Commission, a panel which recommended that the president be granted a full menu of new powers. The commission, acting with Roosevelt’s close supervision, proposed the president be granted near-total control of the executive bureaucracies and an expanded staff to help direct this oversight.
