(BANT) – Police in Benicia are advising the entire population of the city to shelter in place and for people downwind of the Valero Refinery to evacuate the area due to a power outage that has caused flaring and smoke.

At about 7:27 a.m., Benicia police announced via their Twitter account that the refinery was experiencing a power outage that resulted in flaring and smoke.

You can see video of the flaring that was posted to Twitter by Victoria K.R. Leong:

Roughly 20 minutes later, police advised anyone in businesses or homes downwind of the facility to evacuate the area. At about 8:30 a.m., police said “all other areas of town” should shelter in place, keep doors and windows closed and bring pets inside.

The power outage is the result of a PG&E “power disruption,” according to Valero spokeswoman Lillian Riojas.
